my friend who is a banker said they can't even have a bank account since its still a federal crime. So they have to deal only in cash which is an accounting nightmare and puts the businesses in danger. The ones in Illinois are like going into a jail, and they bring you stuff to a counter like a bank. In DC you have to have a hotel or apartment and they bring it to you, I don't think you can go to a store because they would get robbed contantly.

Debit cards are basically treated as cash. Same reason you can buy lottery with debit, but not credit.
