No bias in that article. I didn't read much of it, but...
1) What are the statistics on 6 year olds getting their period?
2) What are the statistics to where we need to talk about periods in school prior to 6th grade?
3) No, grandpa should NOT be the one to talk about mensuration with his grandchildren. I already know for certain that my daughter does not want to have discussions about it with me instead of her mom.

Yes, it is fairly common for girls to first kid their period at school and that can be the reason they have to ask a teacher if they were caught unprepared. That doesn't mean those situations are cause for full blown period discussions to replace parental responsibility. The bill is about not thoroughly discussing it with elementary age girls who are not close to getting it. Saving it for 6th grade is completely reasonable. This is nothing but a sideways attempt at working other sexual issues along with "body changes" to younger kids and putting shit in their head that they don't need to worry about yet.
