I think it’s two things. Historically when a girl had boobs and a period it was time to breed, which made sense when kids died and life expectancy was short.
I think it’s part of an advanced civilized culture that it’s not accepted.
Like I’m thinking of the paki rape in the uk. Girls would escape one home and ask for help, and the next pakis they ran into would rape them, often with the help of their friends and families.

unfortunately members of Congress have protection for libel when conducting congressional business. Does this just mean in the chamber during a hearing or outside of it?
