Yeah, most likely. Don't know what he plans next. He could, if he didn't care about the release, take his seat for the next congressional session. He gave up his seat for the currrent term, he was just elected for the next. In his resignation, he stated he was quitting the 118th (not sure of the exact congress) and "doesn't intend" on sitting for the 119th congress. Legally, he could take his seat back.
