3 week moratorium on foreclosure proceedings

pandit, stumpf, and lewis all said they'd agree to a 3 week moratorium on foreclosure proceedings to keep people in their homes....while there was hesitancy on leniency for those mortgage borrowers using the home for investment purposes relative to those who use the home as a primary residence, i find this bit of testimony to be REAL interesting.

does this punish those who renegotiated their mortgages already? those who participated in a loan modification - the ones who practiced fiscal prudence by initiating discussions with their mortgage providers, are those the ones who get jobbed by acting early?
