I think he's just an old school guy who likely believes the civil rights fight is still going on full force like it was in the 60s and 70s (no doubt it's still going on to some extent). The implication is there, to be sure, but I dunno. He's a preacher, looking for that utopian heaven where minorities are truly 'equal' and he was trying to be cute with the rhyming and all.
