NCAA has always been completely arbitrary and inconsistent in how they punish players and schools.

The gist of it seems to be that Manziel admitted that he signed thousands and thousands of pieces of memorabilia, but claimed he had absolutely no idea anybody would try to sell all those items for money. He denied to the NCAA that he took money and that was the only evidence that had to go on. So his violation is that he didn't do enough to prevent others from making money off of his likeness.
Good thing he set up that corporation so that he can sue the people making money off of his signed memorabilia through his corporation and get some money back. Situations a joke.
